You'd have to find the command to raise/lower volume, then set up custom key shortcuts for that command. I don't the command to raise/lower the volume, however. As adding shortcuts to the panels, if you mean shortcuts to directories and/or programs, use the "Launcher" item from the "Add Item" menu.
